Same as the other game from Valkyria.
Try this fix:

Put the two files inside this archive in the game folder, replace. Run the file and select the left button

I have a strange problem, I open the game and it works fine, however I hit "Start" and the screen goes black and the game keeps thinking and does nothing else. Is this the "slow error" that I have read in the post or is there another error or something that I do not know?
The slow error is like the game is running frame by frame. Try the patch above and check if it helps.
And check your config to be sure you are running a jp game correctly:
