I tried again and no issue on Windows 10.
Here is a recap of my current settings:
- Windows 10
- Japanese locale and clock format to japanese
- K-Lite codecs pack installed
- Microsoft Visual C++ all installed

Is there an antivirus program on your computer?
If you have one, add an exception for this game to see if it helps.
