Japanese mode or locale emulator?
Have you installed Directx9 and Visual C++ libraries? Available on this page:

You could try to install K-Lite Codecs pack, it could be related to a codec issue:

On my side, with Windows 10 (japanese mode) + admin account, I can go past the issue you have and play normally.
