So, I went to uninstall and then reinstall this game in a different drive, i took it off of my windows drive and put it on my data drive, but when i went to reinstall it wont let me and this is what it shows when i run setup:

also, when i hit the uninstall button, it just closes the setup application

So you did not uninstalled the game before moving it?
I guess you must search in the registry if there is a reference to the game and delete the registry key of this.
To access registry, press these on your keyboard:
Windows + R
Type:
regedit
Press F3 and search for the japanese name of this game or WendyBell.
Be careful before deleting stuff in there.
