Can't install the setup.exe file, any solution?

Specially the First things to read/do section, you may need to set your windows clock to japanese format.

the error persists, I have the time zone and the language in Japanese and try to run it with the localeEmulator

I have installed the game again and nothing wrong happened.

Setup: Windows 10 with japanese locale and clock format to japanese.

What happens exactly? An error or nothing showed up?
If you have set your Windows to japanese locale, you don't have to use locale emulator on top of that.

When you open setup.exe, there is a windows with hightlighted button with インストール at the bottom of this window.

Cant run the game. installed it without issue but nothing happens when i try to run it not even an error message i have directx12 too on windows 10 so it should run just fine

Have you tried to use the option DIB instead of DirectX (when you click on Start.exe, there is a window that offers you those options)?
Make sure you have set your Windows format to Japanese (control panel > region).

Had the same problem as original poster and wanted to share my solution. So, for this game it's important to also change your region format, not in settings, but in control panel > region > formats. Change it to Japanese and you're good to go.
