Sometimes it could help if it's just a basic block from ISP.
I totally understand your frustration, but hopefully there is still the possibility to change the DNS manually.
I'm using a combination of Yandex and FDN.

Some people recommend the Cloudflare one, maybe a using one from Yandex + one from Cloudflare could be a good thing.
