You didn't run it straight from the disc without installed it?
If the game is properly installed (japanese mode for Windows to be sure), maybe you can try to:
# Run it as admin (right click on cleavage.exe > Run as admin)
# create a fake file clvgsave.bin in the folder the game is installed
I have tested it again and the game is ok on my side with Windows 10, the file clvgsave.bin is created without any problem
