First make sure to update the visual c++ libraries:

This game has been repacked recently and worked fine on my side using:
- Windows 10 japanese mode
- Clock japanese
- Game installed under the folder C:\eroge
You can try to run the setup.exe as an admin too. Right click on setup.exe > Run as admin
