I have tried this game to see if I encounter the same issue and the game does not crash after the scene you mention.
For instance, my setup:
- Windows 10 Japanese mode + clock japanese
- Directx9 installed
- K-Lite codecs pack, maybe it could be related to that, since after this scene it's a video that is played.
Anyway, here is a save:
