Have you tried to:
# set your Windows to japanese locale or use locale emulator?
# install the game inside a different folder of Program Files, if you did, try to install it under another folder like C:\games
# copy the two files from the folder nodvd?
# run the game as admin > Rightclick on SiglusEngine.exe > Run as admin

Hello,
I have noticed the weird characters for the game folder on your picture.
Uninstall the game, run the setup with japanese locale or locale emulator.
Your folder must be "銀色、遥か" or use a standard name folder like GiniroHaruka.
There should be no issue with this game, I retested it with Windows 7 and the game runs fine with basic settings.
