I got it to work! o/
I found a, by this point, 13 year old post of someone with the same issue! Thankfully Google Translate came to the rescue as the page was entirely in Japanese.
Apparently, after you install the game, the game isn't entirely 'installed'. Go to the Virtual Drive and open the 'cdvaw' folder. Copy all of those files and paste them into the 'cdvaw' folder where your game is installed. The ones that were 'installed' are all just 1KB. And after replacing them, they'll be a lot larger. After doing that for the 'cdvaw' folder, do the same with the 'dwq' folder, and the game will work! ^-^
