Error: It gives an error that roughly translates to "I cannot execute this file".
Windows: Windows 10
Basic settings: Locale Emulator
Extra steps you tried: Compatibility changed to Vista, Windows 7, and XP. Tried Running as administrator. Tried re-installing the game.

Game retested, I don't have the error you receive.
My setup:
- Windows 10 updated with Japanese mode + clock japanese
- K-lite codecs pack
- Directx 9 libraries

I don't use Locale Emulator.
Clock japanese is not required, I tried without this setting and the game works.
Try to run the file shokusainomiyako.exe as an admin too.
And one more thing, did you install the game without locale emulator?
This could have create a folder with unrecognized characters leading to an impossibility for windows to read the exe file.
Just in case, uninstall, reinstall with locale emulator or better with my settings above.
